The United States Department of Agriculture is seeking a Management and Program Analyst, Geospatial Information Technology for Sustainable Development (Grade: GS- 0301-14) in Washington, DC. Type of Appointment: Excepted Service (Time Limit) Appointment; Length of Appointment: 5 Years; Area of Consideration: All Sources. To apply for this position, you must be a U.S. citizen and be able to obtain a secret security clearance. This is a USDA/FAS Excepted Service, Schedule B appointment for up to five years. The individual selected for this position will be administratively assigned to the Rural Development and Natural Resources Branch (RDNR) of the Development Resources and Disaster Assistance Division (DRDA), Office of Capacity Building and Development (OCBD), Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/RDNR), but will be located in and work directly for the U.S. Agency for International Development. This position will be based in USAID's Bureau for Economic Growth, Education, and Environment (E3). The individual selected will work closely with the Agency's Senior Geospatial Information Technology Advisor to build the capacity of USAID staff and developing country partners to use geospatial information technologies more effectively to achieve development impact. S/He is expected to exercise independent judgment and initiative in executing duties and responsibilities. Responsibilities include coordination among USAID operating units, strategic planning and management of development assistance programs, representation of the US Government in international settings, and technical assistance to field-based USAID missions. As part of coordination responsibilities, the incumbent will support key US Government initiatives, including Global Climate Change, Feed the Future (food security), and Global Health. Particular emphasis will be placed on the SERVIR program, which is working to strengthen the capacity of governments and other key stakeholders to integrate earth observation information and geospatial technologies into development decision-making. The incumbent will be expected to coordinate across SERVIR collaborators, including regional USAID missions abroad, USAID geographic bureaus in Washington, DC, and SERVIR's implementing partners. With regard to strategic planning and management of development assistance programs, particular emphasis will again be placed on the SERVIR program, which is expanding to establish a global network of regional hubs around the world. SERVIR is a joint effort of USAID and NASA: www.servirglobal.net. For representational responsibilities, the incumbent may serve as a US Government representative in interagency and international meetings related to geospatial technologies and earth observations. S/He must be able to clearly articulate the benefit of geospatial technologies to pressing development challenges. With regard to field assistance responsibilities, the incumbent will advise USAID field offices and host country implementing partners, both remotely and via travel to developing countries that USAID serves. Particular emphasis will be placed on programs that support USG Initiatives including Global Climate Change and Feed the Future (food security). REQUIRED SKILLS: Demonstrated knowledge of principles and methodology involved in the design, implementation, management, and evaluation of international development programs. Technical knowledge of GIS, Spatial Data Infrastructure (SDI), and remote sensing applications in developing country contexts. Experience in research design and implementation. Superior writing and public communications skills, with an ability to convey complex technical topics to a non-technical audience. Significant experience in developing country cultures, i.e., living and working in a developing country, either through several short-term assignments or long-term residential postings. Demonstrated representational and networking capability: ability to liaise, coordinate, develop and maintain relationships with multiple organizations, including USG agencies, international NGO's, international development donors, and foreign ministries.
