There is an opening for a Senior Monitoring & Evaluation Specialist in Washington, DC. Consulting opportunity. Salary Range: Up to $635 daily depending on salary history. Open Period: July 12 to 28, 2013. Performance Dates: o/a August 1, 2013 to January 31, 2014. Duty Locations: Washington, DC (some travel involved). Position Number: 10163. Background: The Action Plan on Children in Adversity (APCA; see: http://www.usaid.gov/children-in-adversity) was developed by an interagency team under the leadership of the U.S. Government Special Advisor for Children in Adversity and launched at the White House in December 2012. The goal of APCA is to achieve a world in which all children grow up within protective family care and free from deprivation, exploitation, and danger. Scope of Work: The first objective is to assist in the development of a whole-of-government monitoring and evaluation system for identifying U.S. Government-funded interventions that are contributing to the APCA. To the extent possible, data already collected through existing reporting mechanisms will be utilized to minimize the burden of additional data requests. The second objective is to establish a more rigorous system in three of the APCA priority countries to report on project-level outcomes specified in the basic results framework of the APCA. As interagency partners agree on priority countries for the purpose of collaboration, in- country meetings with interagency technical staff need to be convened. Specific Tasks: Specific responsibilities for this USAID-funded position shall include, but are not be limited to: Construct a comprehensive results framework based on the APCA framework. Review current reporting systems used by U.S. Government Agencies and Departments that provide international assistance to vulnerable children, and identify acceptable existing indicators and gaps in the current systems through collaboration with interagency partners. Develop indicators for the APCA, and describe how each one should be used and measured. Provide advice to CECA on how to integrate the APCA monitoring and evaluation requirements into existing U.S. Government systems (interagency mainstreaming). Organize interviews, focus groups, and/or surveys to collect missing information that is needed to establish a viable monitoring and evaluation system in Washington DC and in the APCA priority countries. Assist in developing the requirements for an online database for the monitoring and evaluation system, engaging with a USAID-funded website design/database team. Assist the CECA team with preparation of presentations to senior staff. This would include a power point presentations and key talking points related to measurement. Conduct other tasks related to implementing the APCA monitoring and evaluation system. Deliverables: A detailed work plan and timeline will be created with the consultant at the beginning of the work assignment. Key deliverables include, but are not limited to: A comprehensive results framework for the APCA that focuses on measuring outcomes. A set of tables that list the APCA indicators by their source, who collects them, frequency of collection, indicator type, disaggregation, etc. A set of 1-2 page reference sheets for each indicator. A PowerPoint presentation on the online database - its structure, quality control/assurance, how data are entered, used, queried, and presented. Three succinct reports following missions to three priority countries that describe the structure and requirements of rigorous country-level whole-of-government monitoring and evaluation systems - how the systems can work, who are the main contacts at USAID missions, embassies, and elsewhere, the process by which data are collected, and the next steps needed to operationalize and mainstream the systems in the three priority countries. One report that describes the structure and function of a monitoring and evaluation system that tracks predefined and focused projects that are contributing to one or more objectives in the APCA, and the process by which data are collected. An exit brief at the end of the contract. QUALIFICATIONS: At least 10 years of experience in Monitoring and Evaluation of development assistance projects. Substantial knowledge of existing reporting systems used by the U.S. Government that are contributing to the APCA (e.g., USAID, State Department, USDOL, USDA, CDC, NIH, and Peace Corps), at both Washington DC and country levels. Advanced degree in a related field. Experience leading multi-stakeholder meetings and initiatives, particularly among U.S. Government entities. Demonstrated experience in the development of indicators and their reference sheets at the level of outcome/impact.
